Alberta Government Introducing single ID card with Health Number & Citizenship Marker

By Daniel Barker-Tremblay Jun 3, 2026 | 9:57 AM

Starting July 2, Alberta residents renewing or applying for a driver’s license or identification card will receive a new one-card system that includes the personal health number and, where applicable, a Canadian citizenship marker.

The province of Alberta says the updated cards will improve convenience, enhance security features and eventually replace the need for separate paper Alberta health care cards.

Quick facts:

  • Implementation will roll out in two phases to ensure a smooth transition for Albertans.
    • Phase One
      • All Albertans will confirm their legal presence in person at a registry agent when renewing their card or obtaining one for the first time, using acceptable documentation such as a Canadian birth certificate. Once Canadian citizenship is confirmed, a “CAN” marker will be added to the top right corner of the card.
      • When renewing their card or obtaining one for the first time, eligible Albertans who are citizens or permanent residents with Alberta Health Care or Alberta Health Care Insurance Plan (AHCIP) coverage will begin receiving cards with their Personal Health Number integrated on the back. This includes youth aged 12-13, who may receive a free ID card with an integrated personal health number.
    • Phase Two
      • Personal health number integration will expand to all remaining eligible Albertans who are citizens or permanent residents with AHCIP coverage. Children under 14 will also be able to receive a free ID card with an integrated personal health number, with the option to include a photo and signature.
  • Fees for the new identification and drivers licence cards will not increase from the current rate.
