Project Cerberus results in largest Cocaine bust in Alberta’s history

Police agencies from across Canada and the US were able to act on the biggest cocaine bust in Alberta’s history.

Operation Cerberus first started two years ago after it was uncovered that an organized crime group was bringing a large amount of cocaine into Canada.

ALERT and other law enforcement agencies were able to secure 15 firearms, close to a million dollars in cash, a fleet of modified vehicles, and 157 kilograms of cocaine, which ranged between 96 – 98 per cent in purity, that have ties to Mexican drug cartels.

RCMP Inspector Jeff Rangleburg said that the result of Project Cerberus was made possible through Canada’s federal mandate for law enforcement agencies to work together.

 

Cerberus saw the arrest of five Albertas, who include:

  • Reza Muhammad, 26 years old, and Ji Hwan Kim, 34 years old, of Calgary
  • Allan Leung 33-year-old, James Morrissette 33-year-old of Edmonton
  • Jordan Plamondon, 40 years old, of Spruce Grove

Together, the five men face 31 criminal charges, which were laid back in July of 2025 after Investigators consulted Public Prosecution Services Canada.

All the suspects have been released from custody for their court appearances, which are scheduled to appear in court between September 26 and October 3, 2026.

In October 2024, 35-year-old Jack Kasjaniuk of Edmonton was charged with possession of drugs with the intent to distribute and pleaded guilty, then was given a 135-month sentence in a Texas court.

Project Cerberus involved upwards of 450 investigators and civilian staff, representing a large number of agencies, including:

  • Calgary Police Service,
  • Edmonton Police Service,
  • CFSEU-British Columbia,
  • Greater Toronto Area CFSEU,
  • Ontario Provincial Police,
  • Canada Border Services Agency,
  • DEA Houston Division,
  • Houston Police Department,
  • And various units within the RCMP
